BASIC INFORMATION

COMMAND

On order of the Governor of the State of Missouri, the Missouri Militia will deploy to execute the laws of the state, suppress insurrections and repel invasions either as an autonomous force or in support of forces under direction of the Governor. In times of crisis, the Missouri Militia may activate to provide relief for natural and man made disasters without an official mandate from the Governor as the situation dictates.

ORGANIZATION

Missouri Militia units will be built on the four-member fire team. A Platoon will be composed of around four to six squads - where a squad is composed of two fire teams. (This can change with membership.) A Company will be based on the three line Platoons and a HQ Platoon concept. A Battalion will consist of three to five companies, with an HQ Company. The Brigade will consist of three to five Battalions with a HQ Company, and attached support units.

CONCEPT

The Missouri Militia will act as a reserve component to the National Guard with the intent to act as the State Defense Force, as there is currently no SDF for Missouri. We are classified as a civilian volunteer organization and therefore will carry out operations in absence of orders as dictated by necessity during a crisis. All Missouri Militia personnel will conduct themselves with professionalism, integrity and the utmost respect for others at all times.

WHO CAN JOIN

You must be between the ages of 18 and 64 per Missouri Title V, never convicted of a felony, never adjudicated mentally deficient, and not a member of a hate group to be eligible to volunteer. Additionally we require a background check prior to becoming a full time volunteer. This must be completed no later than your third training event and costs $15.00 payable to the Missouri Highway Patrol.

TRAINING

Training is a vital part of our operations and occurs continuously. The training atmosphere is professional and very skill focused with emphasis on learning and executing skills correctly, rather than on rigourous physical resistance type training. All training is conducted with safety in mind. While we do attempt to make it as real as possible, safety is foremost. Some of the skills we specialize in include:

Training generally occurs one Saturday a month with a 2-day field exercise conducted quarterly, however not all training takes place in the field. Often we will have medical classes taught by certified Doctors or RN's, including our CPR training which is conducted by the American Heart Association. Our training standards are broken into three progressive skill levels which are guidelines for each individual. When a skill is covered at training, you will receive a go, no-go evaluation. If you show that you have learned the skill, your training card will be signed by your team leader. We simply ask that you do what you can, when you can.

ROLE OF THE MILITIA

Today's militia has a wide spectrum of missions, from disaster relief to terrorism prevention. The slogan echoed now is "State Defense and Community Service." One role of the militia is defense of the state from terrorism or invasion. Other roles include disaster relief, search and rescue, emergency preparedness education and serving the community. We can serve our communities through aid programs like Harvesters, Habitat for Humanity, Project Warmth, Blood Drives as well as raising money for charities benefitting military veterans, cancer research, or volunteering at local food pantries and shelters. Given that the militia is primarily defensive in nature, it is natural that much of its resources should be aimed at bettering the communities from which it is derived.

THE MILITIA AND YOU

The biggest challenge for militias' today is the lack of people involved. The population today is much bigger than in 1776 and the role of the militia has been expanded tremendously. Because of this, the militia today is in need of more dedicated men and women in order to fulfill its role. With the current threat of terrorism, our unprotected borders, and the Armed Forces sent abroad, the nation is more vulnerable than ever before. You may be saying, "what can I do?" or "I don't have any training for that!" We understand. The militia is unlike anything you've probably ever experienced. It requires you to ask more of yourself, to learn new skills, and to take the path less traveled. It requires courage, integrity, and strength of character. In the militia you will be charged with defending your fellow man, helping those in need, facing disaster and taking a stand when it is much easier to do nothing.

Definitions.

41.030. 1. The word "militia" as used in this code means all the active and potential military forces of the state, whether organized or unorganized.

2. Whenever reference is made in the articles of Uniform Code of Military Justice to the "military service" or to the "armed forces" of the United States the reference is deemed to include the military service and militia of this state.

State militia, members.

41.050. The militia of the state shall include all able-bodied citizens and all other able-bodied residents, who, in the case of the unorganized militia and the Missouri reserve military force, shall be more than seventeen years of age and not more than sixty-four, and such other persons as may upon their own application be enrolled or commissioned therein, and who, in the case of the organized militia, shall be within the age limits and possess the physical and mental qualifications prescribed by law or regulations for the reserve components of the armed forces of the United States, except that this section shall not be construed to require militia service of any persons specifically exempted by the laws of the United States or the state of Missouri.

Militia service, persons exempt.

41.060. The following persons shall be exempt from militia service:

(1) Persons exempt from militia service by the laws of the United States;

(2) Regular or duly ordained ministers of religion, or duly elected church officials regularly conducting church services, or those recognized by their church as devoting the major portion of their time to the practice of religion;

(3) Students preparing for the ministry in recognized theological or divinity schools.

Organized and unorganized militia.

41.070. 1. The militia of the state is divided into two classes, the organized militia and the unorganized militia.

2. The organized militia shall consist of the following:

(1) Such elements of the land and air forces of the National Guard of the United States as are allocated to the state by the President or the Secretary of Army or Air, and accepted by the state, hereinafter to be known as the national guard and the air national guard;

(2) Such elements of the reserve naval forces of the United States as are allocated to the state by the President or the Secretary of the Navy, and accepted by the state, hereinafter called the naval militia; and the

(3) Missouri reserve military force, when organized.

3. The unorganized militia shall consist of all persons liable to serve in the militia but not commissioned or enlisted in the organized militia.

Resisting militia--penalty.

41.720. After the proclamation by the governor as authorized by section 41.480, any person who resists or aids in resisting the execution of process in any area declared to be in a state of actual or threatened insurrection, or who aids or attempts the rescue or escape of another from lawful custody or confinement or who resists or aids in resisting any force ordered out by the governor to execute the laws, to suppress actual and prevent threatened insurrection or to repel invasion shall be guilty of a felony punishable by imprisonment in the state penitentiary for a term not less than two years.
